Behaving civilized is enhancing good relations between peoples and persons. Which requires justice for deviations. Often good justice is not available, esp. not for animals. Many times it is unbalanced, favouring and harming. To get better results in courts written law is necessary. Law that satisfies the basic principle of civilisation, which is equalness of free persons participating in counceling and decisionmaking.
The International Court of Justice sits in a country where that basic equalness does not exist, is blocked by a minority of wealthy citizens. That enables them to steal from the poor, worldwide via tax evasion and at home by tax reduction for the rich via the pensionfund system. Power of the ICJ obviously is quite limited and none hostage in Gaza has been set free. The Red Cross organisation, etc. were not condemned when help to the hostages was withheld. And the prime ministers of Spain, Ireland, Norway are allowed to accuse the Israëli government falsely of crimes while these persons abstain from police assistance to arrest the criminals and their supporters. So there is a big unbalance and text on paper is wanted for reducing this.
A first question regards who are allowed to arrest. Normal law is transparant on this: anybody in order to prevent further serious mischief. In the Gaza case of those who contribute to further robbing freedom plus who refrain from assistance to end it as life or death is involved. That makes guilty the members of the ICJ with their unbalanced demand that Israël's prime minister must be arrested. Guilty also dutch Schoof and Amsberg, two miserables regarding equalness and agreeing with the rejectable practices of the ICJ. But first may be focussed on arresting that irishman, the spaniard, etc. to which purpose jurisdiction of any court can be extended. For any person arguably suspected of contribution to harming one's liberty with real serious impact can be accused and arrested anywhere on terms of a good honest justice court.
Such cleans this world, which facilitates better relations and next attention should be paid to improve economic sharing by founding there punishing law, also to be used in favour of domestic and wild fauna, the flora not excluced. Do realize that enough written law exists already to free the hostages and is applicable, so now this must appear also in the papers and on Internet.
