What was Merkel (not) doing?

It is well known that many british oppose influx of workers from Eastern Europe and brexit stops this. In Germany there area lot of foreigners who have low paid jobs. But in this country incoming migration is not bigger than the  number of workers leaving the country. Thus Merkel did not need to apply any restriction and stuck to free moving. However more Poles etc. coming to Britain would impede raise of wages and even turn less able native workers to unemployment.
In Holland, a big trade partner, the situation is about the same as in the UK and its governement should have supported London in limiting disturbing migration.
If such is realized then another referendum might turn out in leaving not the European Union. Negotiations on this matter allow postponement of brexit.

Today borders are closed for people coming from England because of a new kind of Covid-19. It takes some time to get the authorities realize in their brain that vaccination which is applied already in Britain can also be given to travellers who want to go to the Continent. The same regarding separation from the European Family: not immediately is viewed what is on the horizon?
